where is the line drawn in development to distinguish between aid & invasion? i came across this chavez quote multiple times in mexican new outlets, but less so in canadian ones [but then again, i haven’t been keeping up as much with canadian news]. does declaring chavez’s idea so prominently validate it? or is it already valid.
